Can you use Paystack or Flutterwave without CAC registration?
Yes, you can. Both companies built a lane for people who have not registered yet. Paystack calls it a Starter Business. Flutterwave lets Nigerian merchants sign up as an Individual, a Registered Business or Other Entity, so registered documents are not a condition for opening an account.
The catch is that these accounts are a starting line. You get to test your idea with real customers, but you get tighter limits, fewer features and a personal account as your payout destination. Think of it as a learner’s permit. You can drive, just not on every road.
Paystack says this openly: Starter Business accounts exist so merchants can test ideas with real customers while they prepare to scale and register.
How Paystack works without CAC (Starter Business)
What you can do
Once your Starter Business is verified, you can move out of test mode and accept real payments from customers. Until you finish compliance, your account stays in test mode, which is a sandbox with no real money.
The limits you must know
- Lifetime collection cap. For Nigeria, Paystack lists ₦2,000,000 for naira collections and $5,000 for USD collections. When you hit the cap, payments are disabled until you upgrade to a Registered Business.
- No Transfers. Starter Businesses cannot use Transfers, so you cannot send money out to suppliers, staff or customers from your dashboard.
- No Paystack Terminals (POS) and no identity verification product.
- Personal settlement account. Starter businesses are paid into a personal bank account, not a corporate one.
Notice the word lifetime. It is not ₦2 million a month. It is ₦2 million, ever. A busy online shop can burn through that faster than you expect.
What Paystack asks for
Because a Starter Business is treated as personal, Paystack verifies you, the owner. Per its Nigeria compliance guide, expect to provide:
- Contact and owner details.
- A valid means of ID: BVN, driver’s licence, NIN slip, voter’s card or international passport.
- Proof of address, such as an electricity, water, waste or cable TV bill.
- A personal bank account in your name for payouts.
Paystack’s help centre also notes that Nigerian businesses that use Transfers, manual payouts or balance top-ups must provide a director’s BVN, a business TIN, CAC forms 2A and 7A, and a physical address. That rule is explained here, and it is one reason serious sellers end up registering.
How Flutterwave works without CAC
Flutterwave’s Nigeria onboarding page lists separate requirements for unregistered merchants. You will need:
- A personal bank account whose name matches the account owner.
- A short business profile describing what you do.
- Your BVN and your NIN.
- A clear, valid ID, plus live ID capture during verification, so keep the original handy.
- A website or a social media page for the business.
Name matching is where many people get stuck. Flutterwave says your BVN name must match your ID and your bank account name. If your bank account says “Adebayo Tunde” and your NIN says “Tunde Adebayo Olu”, expect a rejection.
Why Flutterwave wants a website or social page
Flutterwave screens every business for legitimacy, so it requires either a website or a social media account. In practice, a page that looks real and active is easier to defend than an empty one. Post consistently, show your products, add a phone number and a clear business name.
Account limits also depend on your account type and verification level, so check your dashboard for the numbers that apply to you. Do not rely on any blog for that, including this one.

Step-by-step: how to go live without CAC
Paystack Starter Business
- Create a free Paystack account and choose Starter Business as your business type.
- Build and test your checkout in test mode first.
- Open the Compliance page in your dashboard and complete Profile, Contact, Owner and Account.
- Upload your valid ID and proof of address.
- Add a personal bank account whose name matches your ID.
- Submit, wait for approval, then switch to your live keys.
Flutterwave Individual account
- Sign up and select the Individual (unregistered) account type.
- Describe your business in the profile section.
- Add your website or social media link.
- Enter your BVN and NIN, and check that both names match your ID and bank account.
- Complete live ID capture with your original ID.
- Connect your personal bank account and submit.
Until you submit every document Flutterwave asks for, your account stays in test mode and cannot take live payments.
If you are a freelancer or small online seller
For most solo operators, a Starter account is enough to begin. A few habits will save you stress:
- Track the cap. Keep a running total of what you have collected so the ₦2 million limit does not surprise you mid-sale.
- Use your own account. Borrowing a friend’s bank account is the quickest way to get verification rejected or payouts held.
- Keep records. When customer money lands in a personal account, your bank statement is your only paper trail. Save invoices and receipts.
- Do not wait for the cap. Start the registration process when you are around ₦1.5 million, not at ₦2 million.
Let us be blunt. Running a real company on a Starter account gets painful fast.
- The cap hits at the worst time. A successful launch can eat the limit in days, and your checkout stops.
- No Transfers. You cannot pay vendors or staff from Paystack, which slows operations.
- No corporate payouts. Registered businesses settle into a business account that matches the registered name. Starter accounts settle into personal ones.
- Trust gaps. Companies, marketplaces and international clients often ask for a CAC certificate before signing.
- Harder to scale. Grants, tenders, loans and partnerships usually need registration papers.
If you are already pitching companies or taking bigger orders, treat CAC as a cost of doing business, not paperwork.
- Payments switch off at the cap. Paystack disables collections until you upgrade.
- Verification failures. Mismatched names between BVN, ID and bank account are a common reason for rejection.
- Restricted accounts. Incomplete or inconsistent KYC can lead to limits or holds on your account.
- Missing features. No Transfers or Terminals on Paystack Starter.
- A legal grey area. Nigerian law generally expects people trading under a business name to register it. A payment gateway’s starter lane does not change that. Check with the Corporate Affairs Commission for your exact situation.
- “Verified account” scams. You will see ads selling or renting verified Paystack or Flutterwave accounts. Do not touch them. Using someone else’s verified identity breaks platform rules and puts your money at risk.
Paying for the right thing once is almost always cheaper than paying for the wrong thing twice.
Register soon if any of these sound like you:
- You are approaching the Paystack Starter cap.
- You need Transfers to pay suppliers, staff or refunds.
- Clients ask for your registration certificate or a company invoice.
- You want a business bank account.
- You plan to apply for grants, loans or tenders.
- You are bringing in partners or hiring.
A good rule: start the CAC process before you hit the cap. A disabled checkout costs real sales.
Business Name or Limited Company?
Both Paystack and Flutterwave accept Business Name (BN) and Limited Liability Company (RC) registrations. A Business Name usually suits solo founders and small shops. A limited company suits you if you want to separate personal and business liability, bring in partners or investors, or sell to larger clients. If you are unsure, our team will walk you through it with our CAC registration services in Lagos.
Paystack. Switch from Starter to Registered Business in your dashboard, then upload the documents that match your registration type. For a Business Name, that includes your BN number, the document showing your registered address, an authorisation letter and a document showing the owners. Your payout account must be a corporate account with the same name as your registration.
Flutterwave. Upgrade your unregistered account or create a new business from the account menu. Have your CAC certificate, the proprietor’s BVN and NIN, a corporate bank account in the business name, and a verifiable website ready.
Tip: open your corporate bank account first. Most banks ask for your CAC certificate, status report and BVN, and both gateways want the account name to match your registration exactly.

Can I use Paystack without CAC registration in Nigeria?
Yes. Choose the Starter Business option. You verify your identity and address, receive payouts in a personal account, and collect up to the lifetime cap that Paystack lists for Nigeria (₦2,000,000 at the time of writing).
Can I use Flutterwave without CAC?
Yes. Flutterwave lets Nigerian merchants sign up as an Individual account without registration documents. You will need your BVN, NIN, a valid ID, a matching personal bank account and a website or social page.
What happens when I reach the Paystack Starter limit?
Payments on your account are disabled until you upgrade to a Registered Business and submit the required CAC documents.
Can I receive business payments into a personal bank account?
On a Starter or Individual account, yes. Payouts go to a personal account, and the account name should match your ID.
Do I need a website?
Flutterwave requires a website or a social media account. Paystack does not list one in its Starter requirements, but a real online presence still builds trust with customers.
Which is better for an unregistered business, Paystack or Flutterwave?
Neither wins every time. Pick the one whose requirements you can meet today, and add the other once you register. Always compare current fees on Paystack and Flutterwave before you decide.
You do not need CAC to start collecting online payments in Nigeria. Paystack Starter and Flutterwave Individual accounts exist for exactly that moment. But they are a stepping stone. Once you are making steady sales, paying suppliers or pitching bigger clients, registration stops being optional and starts being the thing that keeps your money moving.
Take the starter lane now, and plan your CAC registration before the cap forces your hand.
